Although the program is digitally signed, in some systems the macOS displays a false message that the program is from unknown source.

To solve that, select "System Settings", "Privacy & Security" and in the message:
"Sante DICOM Viewer Lite" was blocked from use because it is not from an identified developer"
press "Run Anyway".
